The center of the city carries two eras at once. Downtown and Flagler Village are dense and busy; behind them sit Victoria Park, Colee Hammock and Sailboat Bend, where houses went down slab-on-grade in the fifties and sixties.
Older slabs get checked for moisture before anything is specified — concrete poured onto fill without a barrier can push a coating off from below. Occupied buildings get dust-controlled preparation and off-hours scheduling so nothing has to close.
